Why aren't headers used by the car companies themselves?

The cost of producing headers is high. On the other hand, most automakers try to minimize production costs in their high-volume cars. Therefore, it is not common for the company itself to use headers on the car. Of course, most of the companies' luxury cars are all equipped with headers and sports exhaust systems.
